The emphasis of the design for the Taipei Performing Arts Center focuses on creating a place where people can meet. An open, freely accessible structure encompasses three theaters and a space for various types of events. The design of the facade varies from transparent and reflecting to opaque.

The close connection to the neighboring green areas extend accessibility and liven up the foyer level beyond the main usage periods. Servicing functions and the stage entrance at the northern part of the premises merge with the hustle and bustle of the bordering Shihlin Night Market. At street level, the market continues as a two-floor upscale shopping mall.
